Enchant nonland permanent
At the beginning of each upkeep, put a vapor
counter on enchanted permanent. Then its
controller may pay {1} for each vapor counter on
it. If they don't, it can't attack or block and its
activated abilities can't be activated this turn.
Remove three vapor counters from enchanted
permanent: Return it and all Auras attached to it
to their owner's hands.
