Forced Surrender

At the beginning of your end step, put a quest counter on Forced Surrender. Forced Surrender cannot gain any counters by any other ways.

At the beginning of your upkeep, if Forced Surrender has ten or more quest counters on it, you win the game.

"Attention. The Empire has agreed to a ceasefire. All units in combat are to immediately disengage."
