When Fragile Nimba enters the battlefield, create
two 0/1 green Seedling creature tokens with
"Whenever an opponent casts a blue spell,
put a +1/+1 counter on this creature."
Whenever a Seedling you control becomes the
target of a spell an opponent controls, put a
+1/+1 counter on it.
