Fragile Peace

Creatures can't attack or block.
Whenever a creature or player is dealt damage,
prevent it and put a Quarrel counter on Fragile
Peace. If Fragile Peace has 10 Quarrel counters
on it, destroy it. If Fragile Peace is destroyed or
is put into exile remove it and all copies of it
owned by all players from the game. Then you
get an emblem with "all creatures have +1/+1".
