Frigondu, the Evercold

When Frigondu, the Evercold, enters the battlefield, if the battlefield is flooded, target
opponent mills ten cards.
Whenever you draw a card, you may tap target creature or planeswalker an opponent controls. It
doesn't untap during its controller's next untap
step and its activated abilities can't be activated.
If the battlefield becomes flooded while Frigondu
is in play, destroy all tapped creatures.
