Frodo can't attack.
At the beginning of your upkeep, if Frodo is
equipped, put a quest counter on him. Then
if Frodo has four or more quest counters on
him, you win the game. Whenever a source
deals damage to you, remove a quest counter
from Frodo. When Frodo leaves the
battlefield, you lose the game.
