Frostbound Memories

Enchant creature.
Whenever enchanted creature deals combat
damage to a player, you may tap target
permanent. If you do, that permanent
doesn't untap during its controller's next
untap step.
At the beginning of your upkeep you may
return Frostbound Memories from your
graveyard to the battlefield, attached to
target creature.
