At the beginning of your second main phase, if
Caesar and at least two other creatures dealt
combat damage to target opponent this turn,
destroy target land that opponent controls.
Return it to the battlefield under your control
with a governorship counter. Then, if you control
three or more permantents with governorship
counters on them, transform Caesar.
