Galiel, Shield of the Truth

Whenever you sacrifice a permanent or you play a nonland and noncreature spell or Galiel, Shield of the Truth enters the battlefield or a creature you control deals combat damage to a player, return target permanent to it's owners hand.
{2}{w}{u}: Transform all opponent's maximum hand size to 5, at the end of your turn all players must discard cards until they have their maximum hand size.
