Gawain, Council's Deputy

Whenever a player casts a spell, they draw a card.
Will of the Council - At the beginning of your
upkeep, starting with you, each player votes for
death or taxes. If death gets more votes, sacrifice
Gawain. If taxes gets more votes, create a
Treasure token for each opponent who voted for
a choice you didn't vote for.
When Gawain dies, each opponent discards
their hand.
