GBI Issue Handcuffs

A ball that mechanically forms itself into
handcuffs. You can use an action to speak the
command words
"GBI! You are under arrest!"
and throw the cuffs at a prone Huge or smaller
creature you can see within 60 feet.
Then you must read their Miranda rights
by the end of next turn.
Gnomes are too small to force most
beings to be handcuffed, so they've developed
other contraptions to compensate.
