General P.K. Loyer enters the battlefield with X Loyalty Counters, where X is equal to the
number of Soldiers you control.
General P.K. Loyer's power and toughness are
equal to the number of loyalty counters placed
on him.
These Loyalty Counters can be used by any Planeswalker you control as if they were on that
permanent. Remove those loyalty counters
after use.
