Global Honkai Level

When Global Honkai Level reaches 3, all
non-Honkai spells cast {1} more and non-Honkai creatures get -1/-1. All Honkai spells cost {1} less and Honkai creatures get +1/+1.
For Global Honkai Level 4 or more, add an additional {1} to the cast of all non-Honkai spells,
-1/-1 to non-Honkai creatures, {1} less to all
Honkai spells, and +1/+1 to all Honkai creatures.
