When goblin horde enters the battlefield create two red 1/1 goblin creature tokens.
Then deal damage equal to the number of goblins you control to target creature or player.
The goblins on the red moon of Monsmet can be regal politicians or brilliant sparkmages. Emphasis on the "can be" in that sentence.
