if failiure get more votes or tied draw a card ohtrwise you draw a card and the player who cast the spell draw a card.
whenever god eternal communist enter the battelfield each player create a 1/1 communist creature token with pay {1}{t} each creature become a 1/1 communist exept the god eternal communist until end of turn.
