Growing Riches

Whenever an opponent casts a spell, put a tax
counter on Endless Riches, then create a gold
token unless that player pays {1} for every 3 tax
counters on it, rounded down.
At the beginning of each end step, if there are
10 or more tax counters on Endless Riches,
remove all of them and draw a card.
