Hail of Bullets

Choose target player, then flip a coin for each
creature that player controls.
Hail of Bullets deals damage to that player
for each tails that was flipped.
Hail of Bullets deals 1 damage to each creature
that player controls and 1 additional damage
to each creature that heads was flipped for.
