Halakos, Enigma of the Shore

At the beginning of each player's upkeep, choose a number between 2 and 5 at
random. That player can't cast spells with converted mana cost equal to the chosen number until your next end step.
Whenever a player casts a spell, flip a coin.
If it's tails, counter that spell.
