When Hall of Allegiance enters the battlefield
attach it to target land you control, when Hall of Allegiance becomes attached to a land that land
gets "{t}Sacrifice this land, take control of target creature an opponent controls, it gains haste til end of turn" then Hall of Allegiance becomes a normal enchantment with
"{3}{r}{r}-Enchant target land"
