Whenever you cast a spell, if that spell was kicked, put a +1/+1 counter on Hallar, then he deals damage equal to the number of +1/+1 counters on him to each opponent.

When a human you control deals damage to an opponent, exile the top card of your library. Until end of turn, you may cast that card.
