Will of the Council— Whenever an opponent
draws a card, that player may pay {1}. If the
player doesn't, starting with you each player votes
for extort or barter. If extort gets more votes,
create two treasure tokens. If barter gets more
votes, you may sacrifice a permanent, if you do
draw three cards, then each opponent sacrifices
a permanent and draws two cards.
