Harvester of the Hallow

Will of the council - When Harvester of the Hallow enters the battlefield, starting with you, each
player votes for trick or treat. If trick gets more
votes, each player places target creature card from
their graveyard onto the battlefield, then put
three +1/+1 counters on Harvester of the Hallow.
If treat gets more votes, or the vote is tied, each
player draws a card, gains 3 life, then put a
+1/+1 counter on Harvester of the Hallow.
