He Who Remains

The "legend rule" doesn't apply to He Who
Remains.

Whenever another player takes an extra turn, at the
beginning of that turn's upkeep, that player loses 3
life, mills a card, and sacrifices a nonland permanent.
Then you create a copy of He Who Remains.

Whenever a creature named He Who Remains dies
for the first time on each of your turns, create two
token copies of it.
