When Headmaster Sininger enters the battlefield, Scry 3. Then, reveal the top card of your library. Distribute a number of +1/+1 counters equal to that card's casting cost among any number of target creatures you control.

{u}{u}{t}: Counter target spell or activated ability.
{w}{u}{t}: Tap target creature. It doesn't untap during its controller's next untap step.
