Heartstorm Elemental enters the battlefield with
a number of +1/+1 counters on it equal to the number of Dragons you control.
At the beginning of your upkeep, remove a
+1/+1 counter from Heartstorm Elemental and tap target creature. It doesn't untap for as long as you control Heartstorm Elemental.
The Heartstorm is the ancieny song of the dragons, a song that never ends.
