High Winds and Rough Seas

Airplanes are grounded, including those with Continuous Flight, and placed on the defensive
line.
Naval Units are placed on the defensive line.
Airplanes and Naval units may not move, attack,
or use offshore bombardment while High Winds
and Rough Seas is the active Battle Field.
