If History Day is in your opening hand, exile it with eight time counters on it. It gains suspend.
Will of the Council - Each player starting with you, votes for lazy or diligent. For each lazy vote, each opponent discards a card and skips that many draw steps. For each diligent vote, exile the top card of your library, you may cast it this turn without
paying its mana cost, then draw a card.
