At the beginning of your upkeep, put target
permanent on the bottom of its owner's library.
Then, Chamber X where X is the mana value of
that permanent. (Exile the bottom X cards of your
library to the sanctum. Any player can cast spells and
play lands in the sanctum.)
Only you can cast cards and play lands from the
sanctum. Any time you would Chamber, you
may have another player do so instead.
Spells you cast from anywhere besides your hand
cost {2} less to cast.
