Homarid Coastal Mage

At the beginning of your upkeep, add or
remove a tide counter from Homarid Coastal
Mage. Then, if there is exactly one tide
counter on Homarid Coastal Mage, draw a
card; if there are exactly two, each player
draws a card; if there are exactly three, draw
two cards; and if there are four or more,
remove all tide counters from Homarid
Coastal Mage.
