As long as Honden of the Fallen God has twenty or less devotion counters on it, it isn't a creature.
As long as Honden of the Fallen God isn't a creature, at the beginning of your upkeep, put a number of devotion counters on it equal to the number of Shrines you control.
Some gods don't feed off of just belief.
