Horn of the Commander

You can use an action to blow this horn. In response, warrior spirits from your homeland
appear within 60 feet of you and will obey
your command. They return to the heavens
after 1 hour or when they drop to 0 HP.
Once you use the horn, it can't be (safely)
used again until 7 days have passed.
