As an additional cost to play Hostage Negotiation, counter target creature spell. Put it onto the battlefield under your control with a hostage counter on it.
When Hostage Negotiaton enters the battlefield, put a demand counter on target creature an opponent controls.
At the end of your turn, each opponent may choose to exchange ownership of a creature they control with a demand counter on it and a creature you control with a hostage counter on it. If they do, remove all hostage and demand count
