Hugo enters with three amnesia counters.
Conjure a Pariah spell and attach it to Hugo.

When damage is assigned to Hugo, prevent that
damage then remove an amnesia counter on him.

When there is no amnesia counter on Hugo, exile
him then return him to the battlefield flipped.

After The Sandstorm, he is a prince no more.
