Illuminator Mk.7 enters the battlefield with a Network counter. (Whenever you Scry, increase the Scry amount equal to the number of artifacts you tap with a Network counter.)
You shouldn't be too worried if they shadow you. The Illuminators play distraction for the myriad of other surveillance tools at the Faren's disposal.
