Impeachment

Enchanted permanent can't attack or block and its activated abilities can't be activated.
Impeachment enters the battlefield with 2 investigation counters.
At the beginning of your upkeep, remove an investigation counter from Impeachment, then, if there are no investigation counters on Impeachment, starting with you, each player votes for conviction or acquittal. If conviction gets more votes, exile enchanted permanent. If acquittal gets more votes or the vote is tied, sacrifice Impeachment.
