Council's dilemma -Starting with you, each player votes for Impeach or acquit. Each opponent exiles
a legendary creature for each impeach vote and
puts a colorless Screw-up artifact token onto the battlefield with "At the start of your next turn, sacrifice this artifact. It deals 3 damage to you."
Each opponent discards two cards and puts the
top two cards of their library into their graveyard
for each acquit vote
