At the beginning of your upkeep put a time counter on enchanted artifact.
Whenever enchanted artifact has three or more time counters on it, destroy it. Improvised Incendiary deals X damage to the enchanted artifact's controller where X is equal to the enchanted artifact's converted mana cost.
