Inevitable Obliteration

Ascend (If you control ten or more permanents, you
get the city's blessing for the rest of the game.)
Destroy all nonland permanents. If you have the
city's blessing, destroy all permanents and add ten
mana in any combination of colors instead.

Eventually every civilisation becomes so advanced
that it causes its own demise, until another
civilization arises, and takes its place.
