Inevitable Progression

Whenever a permanent enters the battlefield, it gains Vanishing X where X is that permanent's converted mana cost.
Whenever a player casts a spell, that player must exile a permanent of their choice that they control, then add a fragment token to the battlefield under that player's control.
At the beginning of each upkeep, add a counter to Inevitable Progression, then the active player must exile a number of permanents equal to the number of counters on Inevitable Progression and add that many fragment
