Abilities enchanted player activates cost {1} more
to activate unless they're mana abilities
At the beginning of enchanted player's upkeep,
put a time counter on Inflation. Then if there are
five or more time counters on inflation, remove
all time counters from inflation and create a
token copy of inflation attached to the enchanted
player
