Innsmouth Offspring

At the beginning of Cthulhu's end step put
a fish counter on a creature with the lowest
toughness without a fish counter. It becomes a
Horror in addition to its other types.
At the beginning of Cthulhu's upkeep sacrifice Innsmouth Offspring unless a permanent has a
fish counter on it. Otherwise Cthulhu gains
control of a creature a player controls with a fish counter on it.
