Invoke Council

If you have more cards in hand than each of your opponents, search your library for up to one card
with will of the council, reveal it, put it into your
hand then shuffle.
If you have less cards in hand than or are tied for
the number of cards in hand with an opponent,
search your library for up to one card with
council's dilemma, reveal it, put it into your hand
then shuffle.
