pay {r} or {g}. If you do, she deals 2 damage to any
target before blockers are declared.

Tempest’s Wrath – If you cast an instant or sorcery spell
on your turn, Ishtari gains flying and first strike until end
of turn.

Blessing of the Storm Gods – If Ishtari is equipped,
spells you cast that target her cost {1} less to cast.
