Whenever you cast an instant or sorcery spell,
Izzet Legend deals 1 damage to each opponent,
then surveil 1.
{2}{u}{r}{t}: Each player reveals the top card of their library. If three or more nonland cards are revealed this way, you may cast target instant card from your graveyard without paying its mana cost. If that card would be put into your graveyard this turn, exile it instead. Then each player draws a card.
