Jerrigan, Court Jester

At the beginning each upkeep, put a verse
counter on Jerrigan, Court Jester.
At the beginning of each player's end step, that
player chooses a number of permanents they
control equal to the number of verse counters on Jerrigan. Another player of their choice gains
control of those permanents.
