Jigsaw's Cruel Game

When Jigsaw's Cruel Game enters the battlefield,
each player votes which opponent player will be enchanted. If the voting is tied, the opponent with
the highest life total becomes the target, if able. Otherwise, put this card in the graveyard.
Whenever enchanted player is dealt combat
damage, that player sacrifices a permanent or
discards a card. At the beginning of enchanted
players upkeep, that player may lose one
jigsaw counter to replace targeted opponent.
