Jinokai, God of Time

Jinokai enters the battlefield with seventeen time
counters. Whenever a creature enters the battlefield, that creature gets four time counters,
and can't attack or block until all time counters
are removed. Players can pay {2}: Remove a time
counter from target creature. Whenever a time
counter is removed from a creature other than Jinokai, Jinokai gets a time counter.
If all time counters are removed from Jinokai,
you win the game.
