Whenever Joey, Lightning Angler is targeted by a spell or ability, exile him. Return him to the battlefield under your control at the beginning of your next upkeep.

When Joey, Lightning Angler enters the battlefield, put a bait counter on up to one creature controlled by an opponent.

At the beginning of your upkeep, create a 1/1 blue fish creature token for each bait counter on permanents your opponents control. Whenever a fish you control dies Joey, Lightning Angler does 1 Damage to any target.
