John the Perpetually Confused

Players may cast spells from their hands without
paying their mana costs.
All spells have Forget 3. (When a spell is cast
the spell is exiled with three confusion counters on it.
At the beginning of your upkeep remove a confusion
counter. Once the last counter is removed you may
cast the spell from exile at any time without playing its
mana cost.)
