Whenever Joyous Citizen untaps, you may have it
get -1/-1 until end of turn. If you don't, it gains an Addiction Counter. (It gets -1/-0 for each Addiction counter it has. Whenever it untaps, if it hasn't gained an Addiction counter since your last untap step, it loses an Addiction counter.)
